大兴安岭地区行政公署,各市、县人民政府,省政府各直属单位:根据《国务院办公厅关于加强防治非典型肺炎社会捐赠款物管理工作的通知》(国办发明电[2003]13号)精神,经省政府同意,现就防治传染性非典型肺炎(以下简称“非典”)社会捐赠工作有关问题通知如下:一、明确职责,搞好协调。我省防治“非典”的社会捐赠工作,统一由省防治“非典”工作指挥部指导和协调。民政、卫生部门负责接收社会捐赠款物,红十字会、慈善总会也可接受捐赠。其它部门和社会组织及个人一律不得接受社会捐赠,已接收的应尽快移交到民政部门或卫生部门。民政、卫生部门和红十字会、慈善总会要各司其职,密切配合。

To clarify responsibilities and do a good job of coordination. The province’s prevention and treatment of “SARS” social donations are coordinated and directed by the provincial prevention/SARS work headquarters. The civil affairs and public health departments are responsible for receiving donations from society. The Red Cross Society and Charity Federation also accept donations. Other departments, social organizations, and individuals must not accept social donations, and those that have already been received should be handed over to the civil affairs department or the health department as soon as possible. The civil affairs department, the health department, and the Red Cross and Charity Federation must perform their duties and cooperate closely.
