世纪开元,千年首春,举世瞩目的全国政协九届四次会议和九届全国人大第四次会议在北京隆重召开。在我国已进人全面建设小康社会并加快推进现代化建设新阶段的历史时刻召开的“两会”,具有承前启后的重要意义。参加“两会”的136名民进会员,承载着全会7万多名会员的重托,肩负起时代的责任,围绕“十五”计划的制定和实施,切实履行参政党的神圣职责,为实施西部大开发战略、尽早实施南水北调工程、落实科教兴国战略、迎接“入世”挑战等国家大政方针问题,坦诚建言立论,积极献计献策。
Century Kaiyuan, the first spring of the millennium, the fourth plenary session of the Ninth National People’s Congress and the fourth meeting of the Ninth National People’s Congress, which attracted worldwide attention, were grandly held in Beijing. The 136 members of the Progressive People’s Democratic League who participated in the “two sessions” carried the trust of more than 70,000 members of the plenary session and shouldered the responsibility of the times. They conscientiously performed the sacred duty of the participating parties around the formulation and implementation of the 10th Five-Year Plan, Large-scale development strategy, implement the South-to-North Water Diversion Project as early as possible, implement the strategy of rejuvenating the country through science and education, meet the challenges of the accession to the WTO and other major state policies and principles and make candid suggestions and suggestions actively.
