水资源是基础性自然资源,是生态环境的重要组成部分和控制性因素之一,同时又是战略性经济资源。水资源是人类开发利用的所有自然资源中最重要的、不可或缺的一种资源。兴建水库是开发水资源的一项重要举措,本文在肯定水利工程必要性的前提下,以水库为例,从水库移民、蓄水淹没、对生物多样性影响、水质变化、可能诱发地震及库区局部气候的变化等方面阐述水库在“兴利”的同时所带来的生态环境问题。
