今年建设工作的总体要求是:以邓小平理论和“三个代表”重要思想为指导,认真贯彻党的十六大以来一系列精神,全面落实科学发展观和构建社会主义和谐社会重大战略部署,深入贯彻中央宏观调控政策措施,引导建立符合国情的住房建设和消费模式,构建多层次住房保障体系,合理控制城镇建设的规模与速度,加大推进建筑节能和环境治理力度,完善城镇公共服务设施,创建城乡居民宜居环境,促进经济社会协调发展,为党的十七大召开创造良好的环境。
