低碳技术是通过减少碳排放,达到有效控制温室气体排放目的的工业生产技术。引进先进低碳技术,进而消化吸收再创新,对于我国缩小与国外技术的差距并实现碳减排目标具有重要意义。但目前我国在引进国外先进低碳技术的过程中,由于社会、政治、经济等因素,导致在转让意愿、专利/知识产权、CDM方法学、信息、人才等方面存在一些障碍需要破解。进一步,为了提高破解障碍的效率,需要先识别出其中的主要障碍。以电力、石油化工、钢铁等典型高能耗行业为例,结合专家打分法和层次分析法,采用定量化手段识别出其中的主要障碍为转让意愿障碍和专利/知识产权障碍。针对转让意愿障碍,应当从国家和企业两个层次着手破解;针对专利/知识产权障碍,可通过提高自身研发能力、加强国际合作等方式破解。
Low-carbon technology is an industrial production technology that aims to effectively control greenhouse gas emissions by reducing carbon emissions. The introduction of advanced low-carbon technologies, and then digestion and absorption of innovation, for our country to narrow the gap with foreign technology and achieve carbon reduction targets is of great significance. However, at present, due to social, political and economic factors, our country has some obstacles in the transfer of intention, patent / intellectual property rights, CDM methodology, information and talents due to factors such as the introduction of foreign advanced low-carbon technologies. Further, in order to improve the efficiency of cracked obstacles, one of the major obstacles needs to be identified first. Taking the typical high energy consumption industries such as electricity, petrochemicals and steel as examples, the quantitative identification method is used to identify the major obstacles in the process of transfer of willingness barriers and patent / intellectual property obstacles by combining the expert scoring method and the analytic hierarchy process. In view of obstacles to the transfer of know-how, we should start with cracking the two levels of the state and enterprises; and we can crack the patent / intellectual property barrier by improving our own R & D capabilities and strengthening international cooperation.
