通过对国境口岸船舶检疫现状的分析,结合中国(天津)自由贸易试验区海港口岸实际情况,分析新形势下的船舶检疫风险防控思路和具备的客观条件,阐述“无疫通行”制度产生的背景、制度的内涵和措施的落实。实践证明,自由贸易试验区“无疫通行”制度是传统船舶检疫模式逐步适应社会发展要求的必然结果,能有效提高船舶卫生检疫监管质量,取得了良好社会效益和经济效益。值得在全国范围内的海港口岸推广。
