在省第十一次党代会的代表中,有一位来自基层气象战线的女代表,她就是陇西县气象局局长韩小兰。1976年,23岁的韩小兰,从学校毕后一头扎进小小的气象站,一干就是34年。先后从事气象观测、业务管理,直至任陇西县气象局局长、党支部书记,兼任陇西县人工影响天气办公室主任、防雷防静电减灾办公室主任。
