社会秩序既是人类生存发展的前提,也是人们相互作用的结果。在以民主化、平等化为内在要件的现代社会,社会秩序建设必须也必然由政府管理走向社会治理,由社会自治走向社会善治。跟进由社会自治走向社会善治的社会治理伦理趋向,社会治理需要从主体和制度两个层面完善其伦理路径:主体层面,加强对政治公众人物和社会公众人物的诚信考核,增进社会成员诚信建设的自觉性,提升社会整体的信任度;制度层面,深化制度的伦理性和伦理的制度化建设,提升制度本身的合理性,优化社会治理的伦理环境。
Social order is not only a prerequisite for the survival and development of mankind, but also the result of the interaction between people. In a modern society where democratization and equality are the essential elements, the construction of social order must and must go from government management to social governance and from social autonomy to social good governance. In order to follow the trend of social governance ethics from social autonomy to social good governance, social governance needs to improve its ethical path from the two levels of subject and system: the main body, strengthen the integrity assessment of political public figures and social public figures, and promote the honesty and credibility of social members At the institutional level, we should deepen the institutionalized ethics and ethics of the system, enhance the rationality of the system itself, and optimize the ethical environment for social governance.
