国务院发布的《国家行政机关公文处理办法》(以下简称新《办法》)已于今年1月1日起施行。这是国家行政机关工作中的一件大事。确保新《办法》顺利贯彻实施,是各级国家行政机关的负责人、工作人员尤其是分文处理人员的一项重要职责。本文仅就认真学习和掌握法律知识与贯彻施新《办法》之间关系问题,谈一点粗浅的看法。
The Measures for the Administration of Official Documents of the State Administration (hereinafter referred to as the “Measures”) promulgated by the State Council came into force on January 1 this year. This is a major event in the work of the state administration. Ensuring the smooth implementation of the new “Measures” is an important responsibility of heads of state administrative organs at all levels and staff, especially those working on separations. This article only talks about superficial opinions on the relationship between studying and mastering the legal knowledge and implementing the new “methods”.
