1 存在的主要问题1.1 管理体制不适应。目前的卫生防疫管理体制仍然沿用着由中央到地方的四级管理,除中央和省以外,市、县(区)均为辖区分块管理模式。这种模式在组织形式上分散、重复、交叉,各级之间不存在行政和经济上的隶属关系;在工作上各行其事,各自为政,相互间缺少协作与配合,且又缺乏竞争。因此难以形成集中整体力量,来发展卫生防疫事业。
