近年来,随着经济持续快速稳定增长,广西财政收入逐年增加,财政支出规模相应增大。但是,广西财政支出(指一般预算支出,下同)预算执行进度普遍较为缓慢,影响财政资金的使用效率,造成政策的滞后效应,弱化了预算执行管理。如何改变这一状况,加快财政支出预算执行进度,已成为当前亟?
In recent years, with the sustained, rapid and steady economic growth, Guangxi’s fiscal revenue has been increasing year by year, resulting in a corresponding increase in the size of fiscal expenditure. However, the budget implementation progress of Guangxi’s government expenditure (referring to general budget expenditure, similarly hereinafter) is generally slow, affecting the efficiency of the use of fiscal funds, resulting in the lag effect of policies and weakening the budget execution and management. How to change this situation and accelerate the implementation of budget expenditure budget has become the current urgency?
