最近,我们到桦南、集贤、富锦县的九个乡(镇)十一所学校,对我市农村分级办学的情况进行了调查。这三个县的教育管理体制改革主要是围绕如何实行分级办学展开的。其做法是:改革过去由国家包下来的单一办学体制,实行县、乡、村三级办学;改革过去以条为主,条块分割的管理办法,实行以块为主,条块结合的县、乡、村三级分管;改革过去办教育只靠国家投资的办法,实行国家、集体、个人一起上,多渠道筹措
