当前昆明市正处于经济社会快速发展的转型时期,其中一个显著特点就是机动车保有量的高速增长。据昆明市公安局的统计数字,截至2014年5月底,昆明市机动车保有量已达190万辆,机动车驾驶人已有21968万人。机动车保有量的快速增长,机动车驾驶人的大幅增加,在极大地方便人民群众的同时,无视交通管理法规,违法驾驶机动车的事件也日益增多。2011年5月1日《刑法修正案(八)》施行
At present, Kunming is in a period of rapid economic and social transformation. One of the notable features of this is the rapid growth of motor vehicle ownership. According to Kunming Public Security Bureau statistics, as of the end of May 2014, the number of motor vehicles in Kunming reached 1.9 million and that of motor vehicle drivers was 2.1968 million. The rapid growth of motor vehicle ownership and the substantial increase of motor vehicle drivers, while greatly facilitating the masses of the people, ignore the laws governing traffic management and the number of motor vehicle driving cases is also increasing.
