竞走运动是田径诸多项目中唯一具有特殊规则要求的比赛项目。它的独特之处就在于对走的技术结构有着严格要求和限定。在竞走项目比赛中,要求有专门指定的技术裁判在现场进行技术监督和判罚。由于裁判过程中的客观和主观双重原因,在执教过程中更多的是定性评判而不好量化,所以裁判员对判罚尺度的掌握难免有所差异,为了使裁判员和判罚更加量化,1996年后国际田联竞走定义做了进一步的修改。
