针对我省精细化工存在的许多问题和矛盾，提出了“结合省情，突出重点，择优发展，讲究效益”的发展战略和“统筹规划，信息指导，加强协调，有序发展”的工作方针。大力增加科技投入，加强技术开发、应用开发和市场开发；扩大对外开放，加大引进国外技术和资金；打破行业、地区界限，依托大中型化工企业，加快精细化工发展步伐。
Aiming at the many problems and contradictions in the fine chemical industry in our province, we put forward the development strategy of “combining the province’s situation, highlighting the key points, selecting the superior development, and stressing the efficiency” and the working principle of “coordinating planning, information guidance, strengthening coordination, and orderly development”. We will increase investment in science and technology, strengthen technology development, application development, and market development; expand opening to the outside world, increase the introduction of foreign technology and capital; break the boundaries of industries and regions, and rely on large and medium-sized chemical companies to accelerate the pace of development of fine chemicals.
