In Huairen County of Shanxi Province, cadres and the masses were able to count a long list of cases in which Li County, secretary of the county party committee and first secretary of the Party committee of People’s Military Ministry, was concerned about armed work. We affectionately call him an armament, armed armed “secretary ”. Li is concerned about armed work, first and foremost because of his thorough understanding of the party’s armed control policy.
