六中全会决议指出:“社会主义精神文明是社会主义社会的重要特征,是现代化建设的重要目标和重要保证”。这里的三个“重要”,再清楚不过地阐明了精神文明建设的战略地位和重要作用。讲“重要特征”、“重要目标”,说明了精神文明是社会主义社会不可缺少的组成部分;讲“重要保证”,则强调了精神文明的反作用。忽视精神文明,现代化建设就失去了坚持社会主义方向的保证。正如江泽民同志指出的:“两个文明建设缺少任何一个方面的发展,都不成其为有中国特色的社会主义。这个基本理论和基本实践的原则,必须弄得很清楚。”
The resolution of the 6th Plenary Session pointed out: “Socialist spiritual civilization is an important feature of the socialist society, an important goal and an important guarantee for the modernization drive.” The three “important” issues here clearly state the strategic position and important role of spiritual civilization construction. To say “important features” and “important goals” shows that spiritual civilization is an indispensable component of socialist society. To stress “important guarantee” emphasizes the reactionary effect of spiritual civilization. Ignoring spiritual civilization, modernization has lost its promise of adhering to the direction of socialism. As Comrade Jiang Zemin pointed out, “Without the development of any one aspect of the two civilizations, neither of them constitutes socialism with Chinese characteristics. The basic theory and the principle of basic practice must be made very clear.”
