近年来,围绕民生问题,政府实施了许多重大举措。党的十六届六中全会正式提出了建立覆盖城乡居民的社会保障体系的目标任务,党的十七大进一步明确指出“社会保障是社会安定的重要保证。要以社会保险、社会救助、社会福利为基础,以基本养老、基本医疗、最低生活保障制度为重点,以慈善事业、商业保险为补充,加快完善社会保障体系”。山西财政以保障民生福祉为宗旨,以支持和谐山西建设为目标,调整支出结构、加大投入力度、提高保障标准,有力地促进了覆盖城乡的社会保障体系的建设。
In recent years, the government has implemented many major measures around the livelihood issues. The Sixth Plenary Session of the 16th CPC Central Committee formally proposed the goal and task of establishing a social security system covering both urban and rural residents. The 17th CPC National Congress further specified that “social security is an important guarantee for social stability. Social security, social assistance, Social welfare as the foundation, with the basic pension, basic medical care and the minimum living guarantee system as the key points, supplemented by charity and commercial insurance, and speed up the improvement of the social security system. ” With the objective of safeguarding people’s livelihood and well-being, Shanxi Finance aims at supporting the construction of a harmonious Shanxi. It has adjusted its expenditure structure, increased its input and raised its guarantee standards, which has effectively promoted the construction of a social security system covering urban and rural areas.
