按照国际海事组织IMO73/78防污染公约以及我国海洋环境保护法的规定,凡150总吨及以上的油轮和400总吨及以上的非油轮船舶,均应备有油类记录薄,以记载各项油类或油性混合物的操作。 我国现行的油类记录薄是根据IMO第十七次海上环保会议通过并经IMO第99号通函推荐的新格式制订的。这一格式由于使用和记载比较简捷,虽然目前还未按73/78防污染公约规定的修正程序正式接受以代替公约附则Ⅰ附录Ⅲ中规定的油类记录薄格式,但IMO建议各缔约国主管机关可立即采用这种新格式而不必再以公约中现附的格式来过渡。我国采纳了IMO的建议,这就是我国现行油类记录薄的由来。
According to the IMO IMO 73/78 Convention and China’s Marine Environmental Protection Law, oil tankers of 150 GT and above and non-tanker ships of 400 GT and above shall be provided with oil record sheets Operation of oil or oily mixture. The current oil record book in China is based on the new format adopted by the 17th Marine Environmental Protection Conference of IMO and recommended by IMO Circular 99. This format, as a result of its ease of use and documentation, has not yet been formally accepted as an alternative to the oil records format specified in Annex III of Annex I of the Convention, as amended by the amendment to MARPOL 73/78, but the IMO recommends that the competent authorities of each Contracting State This new format can be adopted immediately without the need for a transition in the format attached to the Convention. China adopted the IMO’s proposal, which is the origin of the current oil record book in our country.
