一、“十三五”时期人力资源社会保障事业发展的形势与任务“十三五”时期是我国全面建成小康社会的决胜阶段,是浙江高水平全面建成小康社会的关键时期,也是人力社保事业整体跃升、大有可为的重要时期。党的十八届五中全会确立“创新、协调、绿色、开放、共享”发展理念,创造性回答了经济新常态下实现什么样的发展、如何实现发展的重大问题。省委十三届八次全会以“五位一体”总体布局和“四个全面”战略布局为统领,以“五大发展理念”为引领,以“八八战略”为总纲,明确了今后五年经济社会发展
