“新常态”是近年来习近平提出的概念,是对我国经济发展阶段性特征的概括。关于在经济新常态下政府如何作为的问题,政府部门应该彻底转变对经济社会的管制思维,积极引导并加强对市场主体的监管,完善社会保障体系,由政府完善对社会保障服务的购买体系,从而明确有为与不为的界限,促进经济社会健康发展。
