近年来,禹城市始终把科技进步作为加快经济发展的关键来抓,以建设高新技术产业城为战略目标,大力实施高新技术产业化工程,全力打造核心竞争力,营造经济发展的后发优势,我市工业产业结构、产品结构和经济布局明显优化,高新产业支撑作用日渐突出,高新技术开发区拉动作用逐步显现,骨干企业规模效应显著增强。目前,全市有省级以上高新技术企业10家,其中,国家级高新技术企业2家,从事高新技术产品生产的企业22家;实施省级以上科技计划32项,其中国家级火炬计划10项、国家863计划和“十五”攻关计划各1项,申请中国专利82项;高新技术企业增加值占工业增加值的比重达到32%,科技进步对经济增长的贡献率达到49%。我市先后被授予“全国科技工作先进市”、“全国科技实力百强市”、“山东省高新技术工作先进单位”等称号,在发展高新技术产业方面,我们主要是做到了“两个坚持”:一、坚持高点定位,狠抓产业创新,全力打造核心竞争力面对经济全球化的大潮,高新技术产业作为新经济的支柱和标志,成为各地抢占经济竞争的制高点。顺者兴,疑者慢。为此,我们立足实际,加快推进高新技术产业化、传统产业高新化,培植新优势,建设新亮点,提升产业层次,拉动结构升级,以“三糖一药”为主的生物工程和精密机械、高档精纺、绿色食品、高新建材产业已成为我市的核心竞争产业。(一)加快推进高新技术产业化,让高新产业“跳级”。立足农副产品资源优势,依托科
