作者认为,无论在理论上还是在实践上,我国的政府投资都不应该也不可能退出投资领域。今后,政府投资仍是多元化投资主体中的重要主体,同时我们应对政府投资范围界定、立法。要改革现行财政体制,大力下放财权,重新划分收支,明确中央财政与地方、部门、企业之间的收支范围;缩小政府投资范围,扩大企业、地方投资能力。我国投资体制改革的基本原则是:谁的钱,谁决策,谁承担风险,谁受益。
The author believes that no matter in theory or in practice, our government investment should not and can not exit the investment field. In the future, government investment is still an important subject in a diversified investment body. At the same time, we should deal with the definition of government investment and legislation. We must reform the current fiscal system, decentralize the financial power, redraw the revenue and expenditure, clarify the scope of revenues and expenditures between the central government and local governments, departments and enterprises, narrow the scope of government investment and expand the investment capacity of enterprises and cities. The basic principle of the reform of China’s investment system is: who’s money, who make the decision, who takes the risk, and who benefits.
