中共十六大报告在论述“坚持和完善基本经济制度,深化国有资产管理体制和改革,要在更大程度上发挥市场在资源配置中的基础性作用,健全统一、开放、竞争、有序的现代市场体系”时,明确提出了“发展产权、土地、劳动力和技术等市场,创造各类市场主体平等使用要素的环境”。这不仅为上海建立现代市场体系,促进新一轮经济发展,明确了目标和方向,同时为上海产权市场的功能定位和产权交易运作提出了更高要求。
