近几年,我们在认真总结、探索办公室工作的经验和基本规律的基础上,提出了办公室要为领导决策提供全方位、全过程、高效率服务,即“两全一高”的指导思想,并在全市政府系统办公室开展了公文处理无差错、信息采用无空白、督查件办理无遗漏、调查研究有成效的“三无一有”活动,使办公室工作逐步走上了规范化、制度化的道路。 一、“两全一高”指导思想的形成和提出。 政府办公室最基本的职能是为同级领导服务,为上级领导服务,为基层和人民群众服务,其直接服务对象是同级政府和政府领导。而政府和政府领导的根本宗旨是通过制定和贯彻落实决策,来实现管好社会事务、推动经济社会发展、全心全意为人民谋利益的目的。因此,只有为领导决策搞好服务,才算真正抓住了办公室工作的本质,才能充分发挥办公室的作用。怎样才能为领导特别是领导决策搞好服务呢?我们提了三个标准,即“全方位、全过程、高效率”。“全方位”是指遵循领导决策意图,从调查
