1994年9月3日,山东省人民政府将一份“山东省荣誉公民”证书授予了奥地利人卡明斯基博士,这是山东省首次授予外国人荣誉公民称号。作为奥地利联邦政府高级外交顾问、奥中友协秘书长的卡明斯基先生在获得这一荣誉后说:“我曾来过中国40多次,来过山东10多次。我曾因此吃过不少苦头,但我还要为奥中交流继续工作下去。”还是在上高中的时候,卡明斯基便对中国及中国文化产生了兴趣。后来在维也纳大学法律系学习时,他开始学习中文。在以后从事的外交关系和国际公法研究中,他多次接到一些中国案例,对中国有了初步的认识和了解。卡明斯基博士就中国问题发表过许多文章,写过二十七本书,也因此受到国内一些敌视中国的人的攻击。在中国台湾问题上,他拥护北京在联合国的合法席位,多次著书立说,敦促奥地利政府与中国建立正式的外交关系。在当外交顾问期间,他坚持从国际公法的角度阐述中奥必须建交的观点。在他任教的维也纳大学,一些亲台独分子的教授多次找
On September 3, 1994, the People’s Government of Shandong Province awarded the Austrian Dr. Kaminski a certificate entitled Honorary Citizen of Shandong Province, which was the first honorary citizen entitled to foreigners in Shandong Province. As a senior diplomatic adviser to the Austrian federal government, Mr. Kaminski, secretary-general of the Association of Friends of the Chinese People’s Political Consultative Conference, said after obtaining this honor: “I have been to China more than 40 times and have been to Shandong more than 10 times. I have a lot to suffer, but I still have to continue working for the exchange between China and Austria. ”When still in high school, Kaminski became interested in Chinese and Chinese cultures.
