《信访条例》第十七条规定;“涉及两个或者两个以上行政机关的信访事项,由所涉及的行政机关协商受理;受理有争议的,由其共同的上一级行政机关协调决定受理机关。”信访工作中,大量的信访问题一般都可以在所在地区和相关部门得到妥善解决。但是,也确有一些跨地区、跨部门的信访问题,需要信访机构(或上级领导指定的其他行政机关如政府办公室)加以协调。信访协调工作具有以下两个方面的特点:
