机关事业单位实行社会养老保险,是近几年人们关注的一个大问题。自1994年以来,全国有28个省区市的1700多个县(市、区)先后开展了机关事业单位社会养老保险试点。经过几年的实践与探索,有的地方已初步形成了一种新型的机关事业单位退休人员养老机制。机关事业单位社会养老保险的开展,适应了建立社会主义市场经济体制和国民经济发展的需要,促进了社会保障体系的建设。据了解,目前全国机关事业单位社会保险基金滚存积累已近百亿元,对减轻财政负担,缓解我国人口老龄化的压力,维护社会稳定发挥了重要作用。近几年,我省各市地也陆续开展了机关事业单位养老费用统筹。截至1998年底,全省17个市地的机关事业单位有155万余人参加了社会统筹,约占
