本文对我国初级卫生保健试点县中期评价结果进行了分析和讨论,着重从总体评价和达标县与未达标县特点比较两方面进行分析。认为试点县的工作是按《规划目标》的要求进行的。领导重视、部门间协调、群众参与、制订概略规划,建立健全三级医疗预防保健网是总体达标县的成功经验,值得推广。并提出要进一步完善评价指标体系,在缩短地区间和指标间不平衡距离等方面做更细致和深入的工作。
This article analyzes and discusses the results of the mid-term evaluation of China’s primary health care pilot counties, focusing on the overall evaluation and comparing the characteristics of Dabiao County and the non-compliance County. It is believed that the work in the pilot counties was conducted in accordance with the requirements of the “Planning Goals.” Leadership emphasis, inter-departmental coordination, mass participation, formulation of outline plans, and establishment and improvement of a three-tier medical preventive health care network are the successful experiences of the overall compliance county and are worth promoting. It also proposed to further improve the evaluation index system, and to do more meticulous and in-depth work in shortening the unbalanced distance between regions and indicators.
