本文从油田企业风险预控出发,建立了油田企业基于风险的安全运行机制。为保证油田企业安全机制运行落实,从推进全员安全生产责任制、创建安全生产标准化达标、实现风险点危险源消除管控、实施作业人员持证上岗制度、健全安全生产考核评比工作、做好应急响应处置急救工作等5方面提出了保障措施。对提高油田企业安全生产水平具有一定的指导作用。
