国务院1997年7月发布《国务院关于建立统一的企业职工基本养老保险制度的决定》以来,全国已有2/3以上的地区出台了统一制度并轨方案;1997年9月党的十五大以后,经济体制改革、国有企业改革得到了进一步发展;1998年3月九届人大一次会议批准了国务院机构改革方案,在劳动部基础上组建了劳动和社会保障部,我国社会保障管理体制终获统一。所有这些,都为包括省级统筹在内的养老保险改革提供了新的机遇,奠定了必要的基础。特别是1998年5月朱鎔基总理在党中央、国务院召开的国有企业下岗职工基本生活保障和再就业工作会议上的总结讲话中进一步明确提出了加快
Since the State Council released the Decision of the State Council on Establishing a Unified System of Basic Endowment Insurance for Workers and Staff Workers in July 1997, more than two-thirds of the country has adopted a unified system integration plan. Since the 15th CPC National Congress in September 1997, In the first session of the Ninth National People’s Congress in March 1998, the State Council’s institutional reform plan was approved and the Ministry of Labor and Social Security was formed on the basis of the Ministry of Labor. China’s social security management system was finally reunified. In particular, Premier Zhu Rongji further clarified in his concluding remarks at a working conference on basic living security and reemployment of laid-off workers from state-owned enterprises convened by the Central Party Committee and the State Council in May 1998.
