应城市财政局、会计局按照财政部关于会计人员颁发《会计证》管理办法要求,对会计人员进行业务素质、政策素质培训和考核。合格者,由会计局颁发《会计证》持证上岗,不合格者调离会计工作岗位。这一做法得到市委、市政府的大力支持,并以文件形式,要求全市所有会计人员持证上岗,分管财务的领导也要求持证管财。分管财贸的常务副市长张烈辉同志,主动到会计局
