统观我国中小学教师流动,其中教师流动方向单一且失衡、政策性流动与自主性流动热情不匹配、片面忽视教师流动对教师自身专业发展的促进作用等问题显著。依照上述问题,厘清问题背后的具体缘由并提出对应策略:加快教师流动立法,优化补偿机制,加强对教师职业道德培养,提高其“向下”流动的内心认同感,严格加强对教师队伍的考核,落实教师招聘制等。
