由于粮食连年丰收,粮食储存逐年增加,河南粮食实现了由供给不足到总量平衡、丰年有余的历史性跨越,但出现了历史上没有过的卖不掉、存不下、补不起的问题,“老粮、老人、老账”历史包袱沉重。为了走活粮食这盘棋,该省按照党中央、国务院的部署,坚持市场化取向,积极稳妥地推进粮食流通体制改革,取得了阶段性重要成果,走在了全国前列。按照温家宝总理的批示,国家粮食局在全国推介了河南的经验。本文作者以一个亲历者的身份,全面总结了河南粮食购销市场化改革取得的成效和主要做法。
