文章在阿西莫格鲁等人的偏向性技术进步研究框架下,探讨了绿色技术进步对产业结构低碳化的影响机理,并利用1995~2012年中国分省份的面板数据,采用趋势分析、因果检验和系统广义矩估计方法,对理论分析结果进行了实证检验。理论分析显示:产业结构低碳化是一个连续和动态累积调整的过程,其水平上升的推动力是偏向于节能减排和清洁生产的绿色技术进步。文章突出技术进步偏向性并回应了已有文献关于技术进步作用的观点不一致的问题。实证分析发现:中国省级政府的经济干预对产业结构低碳化存在负向影响,可能抵消绿色技术进步的正向作用效果。文章认为,为了实现中国产业结构低碳化目标,有必要通过政策机制鼓励清洁技术发展,促使技术进步呈现清洁偏向,同时逐步消除以化石能源补贴为代表的阻碍性政策,创造一个稳定的政策环境,以持续促进产业结构低碳化调整。
This paper, under the framework of biased technological progress research by Asimoglu and others, explores the mechanism of the impact of green technological progress on the low carbonization of industrial structure. By using the panel data of provinces in China from 1995 to 2012, Test and system generalized moment estimation method, the theoretical analysis of the results of an empirical test. Theoretical analysis shows that low carbonization of industrial structure is a process of continuous and dynamic cumulative adjustment. The driving force for its level rise is green technological progress that is biased towards energy conservation, emission reduction and cleaner production. The article highlights the bias of technological progress and responds to the inconsistencies existing in the literature on the role of technological progress. The empirical analysis shows that the economic intervention of Chinese provincial governments has a negative impact on the low carbon industry structure, which may offset the positive effect of green technological progress. The article believes that in order to achieve the goal of low-carbon industrial structure in China, it is necessary to encourage the development of clean technology through policy mechanisms to promote the clean development of technological progress, and at the same time to gradually eliminate the obstructive policies represented by subsidies for fossil fuels and create a stable policy environment.
