Nowadays human rights diplomacy is nothing new.This is because in recent years it often comes intorelations between China and countries in the West and becomes hot issues.Countries in the West are the creator of human rights diplomacy.During the administration of President Jimmy Carter in the 1970s, the United States for the first time asserted that human rights are central to U.S.foreign policy,and the Carter administration has been known for its human rights diplomacy.
