入汛以来,我省的防汛工作在省委、省政府的高度重视下,在各级、各部门和广大人民群众共同努力下,在充分而扎实的汛前准备工作的基础上,认真落实了各项防汛责任制,加快了应急度汛工程建设速速,对影响度汛安全的诸如河道非法设障、违法采砂等突出问题出示“黄牌”警告警示并督促整改,有力地落实了防洪抢险队伍和必需的物资,强化了各部门的职责,这些卓有成效的工作,为会年我省安全度汛奠定了基础。但是,我们必须清醒地看到,进入6月以来,我省出现大范围降雨,且阴雨时间长,山区土壤含水量趋于饱和,一旦降暴雨,更易出现洪水,加之连年干旱,部分干部群众对防汛工作麻痹大意,有的责任制落实不力,有的防汛有法不依,这使我省防汛形势更为严峻,防汛工作更为艰巨。目前,正值大汛,我门必须再接再厉,狠抓落实,使各项防汛工作扎实到位。 一要进一步落实防汛抗洪工作行政首长员责制。各级政府要高度重视抗洪抢险救灾工作,将其作为当前
