随着国际国内形势的发展变化以及我国社会主义市场经济体制的完善,建设责任政府已成为时代的要求。在近几届全国人民代表大会及各种重要政府工作会议上,与责任政府建设相关的民生问题成为政府工作的头等大事,足以看出我国政府对建设责任政府的重视以及所做出的不懈努力。因此,责任政府建设的意义尤为重大,如何加强和完善责任政府建设,不仅成为当前政府改革的一个重要课题,也成为学界关注的热点话题。
With the development and changes in the international and domestic situations and the improvement of China’s socialist market economic system, building a responsible government has become a requirement of the times. At the recent National People’s Congress and meetings of various important government work, people’s livelihood issues related to the construction of a responsible government became the top priority for government work. This shows that our government attaches great importance to the responsibility-building government and makes unremitting efforts . Therefore, the construction of responsible government is particularly significant. How to strengthen and perfect the construction of responsible government has not only become an important issue of current government reform, but also become a hot topic that scholars pay close attention to.
