理顺好乡镇政府和村级组织关系是破解我国乡村基层民主政治发展面临诸多困境的有效出路。本文提出从法律层面要厘清当前乡镇政府与村级组织之间四种复杂的关系,从现实层面要认清乡镇政府与村级组织关系存在越位和缺位两种不良倾向,从工作层面要从六个方面完善乡镇政府与村级组织关系:加强领导是完善乡镇政府与村级组织关系的政治保证;科学指导是完善乡镇政府与村级组织关系的有效抓手;依法管理是完善乡镇政府与村级组织关系的根本出路;优化服务,这是完善乡镇政府与村级组织关系的助推器;理顺体制是完善乡镇政府与村级组织关系的着力点;武装阵地是完善乡镇政府与村级组织关系的重要举措。
