相同职能的政府部门,为什么有些能够通过技术革新提升绩效,而另一些尽管采用了类似的技术,却仍得不到明显的绩效改善?基于城市管理部门的案例分析,本研究发现,引入新技术后,成功实现绩效提升的组织具有两个特点:一是技术能够切实起到优化政府内部治理的作用,二是技术能够充分为个体所认同和适应。进一步的研究结果表明,在组织层次,技术有助于提升政府内部治理网络的价值和岗位重要性,促进业务扁平化的实现。在业务单位层次,技术有助于缩小网络规模,减少网络的复杂性。在个体层次,技术能够减少行为的不确定性。最后,本研究对技术与政府内部治理结构要素的影响机制进行总结,形成分析框架。
Why do some government departments with the same functions can improve their performance through technological innovation while others still have no significant performance improvement despite using similar technologies? Based on the case studies of urban management departments, this study found that the introduction of new technologies After the success of the performance improvement of the organization has two characteristics: First, technology can effectively play the role of optimizing government governance, and second, technology can fully identify and adapt to the individual. Further research shows that, at the organizational level, technology helps to enhance the value and position of the government internal governance network and promote the realization of the flattening of the business. At the business unit level, technology helps to reduce the size of the network and reduce the complexity of the network. At the individual level, technology can reduce the uncertainty of behavior. Finally, this study summarizes the impact mechanism of technology and government internal governance structure elements and forms an analytical framework.
