February 1984, the Ministry of Finance and tax reform office in Huairou County, Beijing held the second step of the national tax reform conference. There were more than 170 relevant comrades from 28 provinces, autonomous regions and municipalities directly under the Central Government, the Finance Bureau (bureau), the Inland Revenue Department, the Chongqing Municipal Finance Bureau, the Inland Revenue Department and the heads of 20 Central enterprises, bureaus and companies.
