中国海岸带开发与管理研究会于1984年11月21日至24日在山东省东营市召开了成立大会,来自全国沿海省、市及国家海洋局、胜利油田有关部门的指导,战斗在海岸带开发第一线的开拓者和从事海洋科研的科技人员共211人出席了会议。国务委员康世恩同志为大会发了贺电。会议讨论通过了该研究会章程,选举产生了研究会领导成员,康世恩同志任名誉会
