为了保障私营企业及从业人员的合法权益,促进私营经济的发展和劳动者的合理流动,天津市十二届人大常委会第二十一次会议通过、第三十六次会议修订的《天津市城镇企业职工养老保险条例》将私营企业纳入全市养老保险社会统筹的范围,使私营企业职工同国有、集体企业职工一样享受到养老保险,这不仅解除了私营企业职工的养老后顾之忧,调动了他们的劳动积极性,而且也拓宽了养老保险基金的筹集渠道,为尽快实现全市企业职工基本养老保险金的全额缴拨,创造了一定条件。笔者对全市私营企业参加社会养老保险的情况作了调查分析,针对存在的问题,提出了一些对策建议。
