为切实解决“三农”问题,“十五”以来,中央出台了一系列强农惠农政策,尤其是一系列惠农补贴项目的实施,给农民带来了“真金白银”的实惠,赢得了亿万农民的衷心拥护。如何真正把国家惠农补贴政策落到实处,实践证明,我省采取的良种补贴“一折通”、农机补贴省级支付方式,不失为有效方法。“十一五”期间,我省发放各类农作物良种补贴39.7亿元、拨付农机补贴1 6.45亿元,达到了减少发放环节、杜绝挤占挪用抵扣、补助及时足额到位的目的,整个惠农补贴工作社会肯定、群众满意。
