前一个时期,在国有企业改革中,党内监督有不到位的现象。一是对企业党员领导干部监督制约乏力,党管干部的原则没有得到有效落实,致使一些领导干部为所欲为,重大问题个人或少数人说了算,利用手中权力谋私的现象得不到及时的批评和制止。二是现代企业制度建立的不完善,给一些企业中的领导干部钻了空子。他们独断专行,挥霍浪费,导致国有资产大量流失,“厂长负盈,企业负亏,银行负债,政府负责”、“穷庙富方丈”的现象颇为严重。三是片面夸大企业管理者个人作用,忽视了工人阶级的主人翁地位,挫伤了企业职工的积极性,使一些企业丧失了职工队伍的凝聚力,人心涣散,干群关系紧张。这些负面效应,影响了国有企业改革的正常进程。要改变这种状况,必须加强国企改革中的党内监督。强化国有企业党内监督机制要以内为主,重在充分发挥企业党组织的战斗堡垒作用,搞好企业的经营机制和监督制约机制的有机结合。国有企业党组织是党在国有企业的战斗堡垒,自身必须要加强思想、组织、作风三大建设。企业党组织要积极参与企业重大问题决策,努力提高企业政策水平,把企业的“三改一加强”与党风廉政建设统筹安排,坚持做到两项任务一起下,两项工作一起抓。无论是制定企业的长远规划还是全年计划,都要根据政治、经济工作形势和要求,把经济发展同内部约束的目标、任务、措施一起规划,一起部署,充分体现“两手抓”的方针。
