吉林省省会长春市有“科技城”之誉。这是一座高等院校、科研机构和科技人员聚集的城市,科技基础雄厚,科研实力在全国名列前茅,每年都有大量的自主创新科研成果问世,每年仅新申报的科技专利就超过1000项之多;可是这些科研成果却绝大部分难以实现产业化,成为最终的产品和商品,真正转化为第一生产力。
