从地质矿产经济管理角度,简要叙述和分析了河南省地矿厅“八五”前期金矿储量承包现状、作法及与计划经济体制的差异。指出了因承包储量价格偏低、资金到位率低和拨款滞后,给地勘单位造成的困难和损失;提出了净化环境、有效利用资源、创造良好的经济和社会效益问题。
From the perspective of geology and mineral economy management, this paper briefly narrates and analyzes the status quo and practice of gold ore reserves contracting and the difference from the planned economy system in the Henan Provincial Department of Geology and Mineral Resources. It points out the difficulties and losses caused to the geological exploration units due to the low price of the contracted reserves, the low capital availability and the lagging appropriation. The issue of purifying the environment, using resources effectively and creating good economic and social benefits is pointed out.
