Ludian County, Yunnan Province, is located in the northeast of Yunnan Province. It is a southwestern gateway to Zhaotong and lives in ethnic minorities such as Han, Hui, Yi and Miao. Among the 340,000 people in the county, there are more than 100,000 ethnic minorities. In 1993, the State Council classified it as a national-level poverty county. The County People’s Armed Police Department persisted in focusing on the characteristics of ethnic regions and made efforts to build a contingent of militiamen for ethnic minorities, effectively promoting social stability and economic development in ethnic minority areas.
