当前,全党、全军和全国各族人民正在认真贯彻执行党的十四大精神,加快改革开放和现代化建设事业的步伐,新的形势向档案工作提出了改革开放的新任务和新要求,这就是要改革与社会主义建设事业不相适应的东西,健全机制,加强法制,完善自我;破除档案工作的封闭半封闭型,全方位,多层次地开发开放档案信息资源,把档案工作推向经济建设的主战场。作为我国社会主义事业组成部分的档案工作,如何采取对策,抓住有利时机,迎接挑战,深化档案工作的改革开放,在服务经济建设中实现跨越性的发展,这是我们亟待探索的一个问题,为此,笔者谈谈以下看法。 一、转轨变型,加快新格局的建设 在深化档案工作的改革开放中,档案部门首要的是进行自身的转轨变型。转轨就是档案工作要转到以经济建设为中心的轨道;变型就是档案工作要向开发型、开放型、服务型转化。从而建立起与社会主义现代化建设相适应的管理格局,这就要求; 1.进一步解放思想,转变观念。档案工作要转轨变型,建立起新的机制,就要进一步清除“左”的思想的禁
