江西九江市、浙江金华市、陕西宝鸡市,继山东、吉林、广东、内蒙等地之后,也将选择城市街道和所辖县的乡村,进行社区康复试点,他们借助世界银行贷款,把社区康复纳入当地“区域卫生发展规划”之中。他们认为由于我国底子薄,又缺乏康复人才,社区康复应当是经过试点,稳步发展,不宜一拥而上。康复工作涉及许多部门,必须山当地政府出面组织,协调各有关部门的工作,分工协作,各尽其责,不能用哪个部门包下来的办法。
